A Tracy couple were arrested late Monday and charged with torture and other counts after a teenager appeared at the nearby In-Shape Sports Club with a chain locked to his ankle, stating he had just fled his captors.According to authorities, Kelly Lau Schumacher, 30, and Michael Schumacher, 34, were arrested late Monday.
The husband and wife had been taken into custody for questioning earlier Monday at their home in Tracy, where the emaciated boy was allegedly held against his will. A search of the residence reportedly turned up evidence implicating the couple of torturing the boy, who authorities believe ran away last year from a foster home in Sacramento.
Bail for the husband was set at $1.2 million, while the wife's bail was not disclosed.
